Strategic Concept 2025-2026

Until the end of 2026, IIB is guided by the Strategic Concept that was approved by IIB Board of Governors.

The fundamental approach implies further overall stabilization, continuation of gradual financial recovery and strengthening of the resource base without external financial support and within existing business-model of the Bank. Within the framework of the Strategic Concept the Bank strives to:

• further strengthen its financial position and achieve mid-term financial sustainability;
• possess resources and uninterrupted ability to perform its core lending & investment operations, through provision of medium-term financing both directly and in cooperation with local commercial banks, national development banks and IFIs, in its countries of presence as a niche multilateral development institution;
• put forward a sought-after value proposition in the markets of Member states.

The Bank anticipates the actions within the Strategic Concept to contribute to the following targets:

• Ensuring long-term financial sustainability;
• Gradual return towards lending & investments;
• Increase the Bank’s uninterrupted ability to use financial infrastructure and financial instruments;
• Prepare the Bank for the transition to a new potentially full-fledged strategic cycle.
